Steven Tilley
Steven Tilley is a former Speaker of the Missouri House of Representatives. Steven was elected to the House in November 2004. He became the Majority leader in January 2007. Steven was elected Speaker in November 2010 and was instrumental to the Republican pick up of 17 seats that year. In 2011, Steven led the redistricting effort which set the stage for the veto proof majority of 109 Republicans when he left office.
In 2012, Steven left office and founded Strategic Capitol Consulting a government affairs and consulting business, which primarily handles state and some local government business. In just five years, Steven has grown Strategic from a one-man firm with a single blue chip client to a ten person team with a roster of clients ranging from associations to sovereign nations, local governments, large cap, technology and emerging disruptor companies. Strategic maintains offices in Jefferson City, Chesterfield and Perryville, Missouri.
In addition to government consulting, Steven is also an entrepreneur. He’s a real estate developer and owner/broker, a restauranteur, and included among his various business concerns are a pharmacy and insurance agency. From 1998 to 2010, Steven co-owned Tilley Eye Center in Perryville, Missouri, where he practiced as an Optometrist. In 2010, he merged his practice with Clarkson Eyecare, which is now one of the largest privately owned practices in the country.

Tom Robbins
Tom is a lawyer, lobbyist and partner at Strategic Capitol Consulting, a government relations and business development firm. Tom’s focus is representing clients in highly regulated industries, including cannabis, gambling, alcohol, energy and insurance; he also advises clients on campaign finance law, tort reform, criminal justice and government procurement issues.
After graduating law school, Tom moved to New York City and worked in public relations for an international law firm. In 2007, he moved back to Jefferson City and started practicing law. In 2008, he became general counsel to the State Treasurer's Office. In 2009, Tom hung his own shingle and opened Robbins Law Firm.
Tom received his Juris Doctor (J.D.) from the University of Missouri School of Law in 2005. He graduated from the University of Missouri with a Bachelor of Science in personal finance (B.S.) in 2002.

BRITTANY Robbins
Brittany Robbins is an award-winning public relations and communications strategist serving as Strategic Capitol Consulting’s director of operations. She has over 15 years of experience in the public and private sectors with a focus on efficiencies, logistics, government affairs, corporate communications, legal PR, civic engagement, event planning, issues management and public policy writing. Robbins specializes in general operations and helping organizations and institutions integrate earned and owned media, best practices in their day-to-day operations through strategic planning of internal and public relations campaigns.
Prior to starting her career in Missouri politics and government affairs, Robbins worked in television and radio news where she caught the bug for public relations and public affairs writing. Previously she has worked for KPLR-TV and KTRS AM Radio in St. Louis, she served as Missouri Governor Jay Nixon’s Deputy Press Secretary and Director of External Legislative and Policy Affairs and in corporate communications as director of communications of design-build firm Clayco’s real estate development division. Before joining Strategic Capitol Consulting, Robbins also ran her own public relations firms Tactas and OnMessage.
Brittany Robbins is a proud Missourian and resides with her husband, her daughter Scarlett Grace and three two dogs Roger, Britton and Maisey in University City. Robbins is a volunteer for Missouri Alliance for Animal Legislation and Mission: St. Louis. She is a member of PRSA, NAPW, CREW – St. Louis and the Webster University Alumni Association.

CHRIS SCHOEMAN
Born in South Africa and transplanted to the USA in 2014 to pursue a rugby scholarship, I've embarked on a journey that blends my passion for sports with a strong academic foundation. My collegiate years were marked by a focus on International Business and Finance, while always being fascinated by the complexities of US politics.
For the past three years, I've been an integral part of the team at Strategic Capitol Consulting, where I wear two hats: lobbyist and director of compliance. This dual role allows me to navigate the intricate world of politics while ensuring ethical adherence and regulatory compliance.
Beyond the boardroom and the political arena, my life is punctuated by a love for sports in all forms. Whether it's rugby, golfing, or a spontaneous game of pickleball, I find joy and camaraderie in the world of athletics. Equally important is the time spent outdoors with my fiancé, as we cherish the simple pleasures of nature and each other's company.

Garrett Webb
Garrett advises the firm's healthcare, education, and local government clients on matters before the Missouri General Assembly and municipal governments. Prior to joining the firm, Garrett served in a senior-level position in the administration of former Secretary of State Jason Kander, led local and statewide campaigns, and worked for a member of the US House of Representatives. A native of northwest Indiana, Garrett attended Indiana University, where he studied political communication and economics.

Ron Berry is a seasoned lobbyist with over two decades of experience in Missouri policy. Prior to owning and managing his own government relations firm, he was a grassroots organizer and served as the Director of Policy and Government Affairs for Secretary of State Robin Carnahan and Chief of Staff for the Eleventh Senatorial District. Ron’s legislative acumen has propelled legislation across the desks of multiple governors, both signatures and vetoes to his credit, such as the “Safe at Home Act,” the “Care Givers Act,” the “Missouri Safe Saving Program,” and securing critical program funding in the state budget. His current issue portfolio includes healthcare, voting rights, organized labor, aging, and public education.
